Innovatrics Biometric Platform for ID Issuance is a modular, enterprise-grade multimodal biometric system enabling governments to build national identity programmes — civil ID cards, biometric passports, voter registers, and e-government authentication. It is built on the Innovatrics ABIS (Automated Biometric Identification System) platform and combines fingerprint, facial, iris, and contactless palm recognition with configurable enrollment workflows tailored to each jurisdiction's requirements.

What it does

The platform covers the full identity lifecycle from enrollment through deduplication and ongoing verification:

  • Multi-modal enrollment — fingerprint, facial, iris, and contactless palm capture via stationary kiosks, portable enrollment kits, and Android handheld devices
  • Facial recognition — 1:1 verification and 1:N deduplication across full-population databases; ICAO-compliant face image capture and quality assessment; algorithms trained on demographically diverse datasets and consistently top-ranked in NIST FRTE 1:1 and NIST FRTE 1:N evaluations
  • Iris recognition — contactless capture using deep learning-based feature extraction; patterns remain stable throughout a person's lifetime, eliminating re-enrollment over long programme lifecycles; one of the lowest false match rates of any biometric modality
  • Contactless fingerprint recognition — fingerprint capture using standard cameras and Android handheld devices; no specialized scanner hardware required; 5× lower resolution than fingerprint capture (75–100 DPI); video injection detection; unaffected by temperature, health conditions, or seasonal changes; complements traditional enrolled palmprint matching for populations without dedicated scan stations
  • Deduplication engine — 1:N biometric search across the full population database to detect and eliminate duplicate records before issuance
  • Identification and verification — real-time 1:1 and 1:N matching for authentication at service points, border crossings, and e-government portals
  • Supervisor workstation — side-by-side face and fingerprint adjudication tools with instant search for human review of exception cases
  • Workflow management — pre-configured, customizable workflows covering the complete applicant lifecycle from capture through exception processing and record management
  • Document compliance checks — ICAO-specification validation for biometric passports and travel documents, including NFIQ-based fingerprint quality assessment and ISO/ICAO facial image compliance
  • Age estimation — estimates subject age from facial images to support detection of minors and enforcement of age-restricted eligibility rules; algorithms trained to provide unbiased estimations across demographics and independently evaluated under NIST FATE AEV

Integration approach

The solution exposes its core biometric matching and identity management functions via the Innovatrics ABIS API. The API follows REST conventions, is described using OpenAPI Specification 3.0 (OAS 3.0), and uses OAuth for authentication.

South East Asia — 75 Million Record National Biometric ID System

National ABIS deployment for a population-scale civil ID programme, migrating 65 million deduplicated legacy records and expanding to 75 million. Bimodal fingerprint and facial recognition with ICAO compliance checks at enrollment. Active-active architecture across 108 servers (production and disaster recovery) with real-time synchronization. Achieves 2,000 full searches per minute with zero-downtime availability. Includes a custom fingerprint extraction algorithm for mixed child/adult datasets. Thailand — Remote Identity Verification for eGovernment Services

Remote IDV integration with Innovatrics ABIS for Thailand's ThaID mobile application, enabling citizens to establish a verified digital identity via smartphone. Passive liveness detection and OCR of the Thai National ID card, with photo extraction integrated into facial recognition. Server infrastructure reduced from 54 to 8 ABIS servers through optimization. Grew from zero to 21,000 verified citizens per day. Uses ExpressID AFIS technology with Futronic biometric scanners in a stand-alone, modular architecture deployable at individual border stations. Replaces manual checks and question-and-answer protocols, significantly reducing wait times. Prevents identity fraud through automated biometric identification and ensures interoperability with other ICAO member countries.

Senegal — Comprehensive ABIS for National ID Issuance

National ABIS for ID card issuance covering 10 million fingerprint records across 500+ enrollment stations. Cleansed and deduplicated an existing database of 5 million records of questionable quality before expanding enrollment to new citizens. Custom modules for adjudication, workflow management, conflict resolution, and priority processing queues for VIP document issuance. Establishes a highly secure national ID infrastructure extensible to future card types.
